Costume?

I'm not really sure if this was a Halloween costume.  This guy was walking around Bloor St. in Toronto and I couldn't resist taking some paparazzi shots of him.  You can tell that a lot of hours was invested in the design of his costume.  I'd like to know who the designer was.  Poor guy looked a little lost...I sure hope he finds the Halloween party that he is looking for...
